If you want to make someone a proper Muslim change his thinking and make him to believe in Allah (SWT). If he has a real Iman then his deeds will be rectified.
In the Mecca Quran, there is only discussion about basic morality. And nothing made mandatory and permissible. After the minds of Muslims were prepared to believe in Allah. Then in Madinah Quran, there are Laws and regulations.
