In the past five decades, we have witnessed an influx of immigrant Muslims settling in non-Muslim lands. Never before in the Ummah have Muslims voluntarily left their countries in such a mass exodus and come to live in non-Muslim lands. To further complicate the issue, the system of government they find themselves under is a historically novel one: the secular democracies of the Western world, where theoretically all faiths have the right to be manifested on equal terms, and all citizens should be treated equally, is something unprecedented in human history.

Given this unique scenario, it is not surprising that many times it seems that Muslims living in the west have no clear vision of establishing their faith. Some wholeheartedly adapt to the norms of the society, whilst others alienate themselves from the world around them in order to practice their faith, often with a tinge of guilt of living away from “home”.

The Muslim Scholars & activist in the west, facing these unique and challenging situations, issue verdicts about secular values such as voting & democracy that are often deemed as strange, since these are not found in the classical sources of Islam. At times, such scholars also face pressure from their counterparts in Muslim-majority lands, since their rulings are at odds with rulings from those scholars.

So is it even allowed for Muslims to live in these lands? And what should their goal be? And how should they proceed in achieving those goals?
