Justice has to be seen to be done. A judge who rules in five seconds with no evidence has not delivered justice, even when the evidence was true, because Allah made our fitrah that way.
So He demonstrated His commands; the whole chain is building toward one trial where the angels, the shayateen and we ourselves testify.
Then two words close the surah. Ihata: Allah has surrounded everything around His messengers, so the ones closing in are the ones encircled. Ihsa, from the Arabic for pebbles: not one deed, soul or moment escapes the count.
