The statement “He is the Best Disposer of affairs” means He is the Best One to trust in for bringing favours and warding off harm and afflictions. The “Disposer of affairs” (Al-Wakil) is the One Who takes good care of all creatures. He is their Creator, the One Who takes charge of all their affairs, the One Who guides them, and the One Who decrees what is best for them. The “Disposer of affairs” is the One Who takes charge of His servants’ affairs by His benevolence, such that He does not neglect them, forsake them, or leave them to anyone but Him.
